Roy Herrera
Biography
Roy Herrera is a founding partner of Herrera Arellano LLP, a litigation and government affairs firm with offices in Phoenix, AZ and Washington DC. In his political and public law practice, Roy advises candidates, elected officials, nonprofit organizations, PACs, businesses, and labor organizations on election, campaign finance, constitutional, and regulatory issues. Representative matters include serving as general counsel to U.S. Senator Mark Kelly, general counsel to U.S. Senator Ruben Gallego, Arizona state counsel to the Biden and Harris presidential campaigns, and lead counsel to the Arizona Independent Redistricting Commission.
In addition to political and public law, Roy advises clients on government affairs matters at the federal, state, and local levels. Roy has lobbied on behalf of corporations, utilities, governmental associations, and business and trade associations for many years. Furthermore, drawing upon his experience as a former federal prosecutor, Roy also represents clients in government investigations, white collar, and ethics matters.
Prior to private practice, Roy served as an Assistant United States Attorney for the District of Arizona. As a federal prosecutor, Roy prosecuted drug trafficking, firearms, immigration, and white-collar fraud cases. Before joining the Department of Justice, Roy served on the legislative staff of U.S. Congressman Ed Pastor in his Capitol Hill office. In that role, Roy focused on the passage of the Affordable Care Act and the Dodd-Frank Act, as well as on appropriations matters.
