Biography
Emily Cummins serves as Director of Federal Affairs at Herrera Arellano LLP, where she leads the firm’s federal advocacy efforts in Washington, D.C. She brings over a decade of experience in federal policy, legislative and appropriations strategy, and stakeholder engagement.
Before joining the firm, Emily held senior roles in the U.S. House of Representatives, including Deputy Chief of Staff and Legislative Director. On Capitol Hill, she worked across a broad spectrum of policy issues, from infrastructure and energy to agriculture, healthcare, appropriations, and constituent services, earning a reputation for collaboration, effectiveness, and delivering results. She played a lead role in securing more than $23 million in Congressionally Directed Spending and advancing significant water and infrastructure initiatives.
Emily also brings private-sector experience in energy analysis and policy strategy, supporting regulatory compliance, power supply planning, and resource development in the utility industry.
She holds a Master’s degree in Renewable and Sustainable Energy from the University of Colorado Boulder and a Bachelor’s degree in Political Economy from the University of California, Berkeley. Emily is a skilled communicator and consensus builder, dedicated to helping clients navigate the complexities of the federal landscape and achieve their strategic goals.
